Telepathy or Silence???

Hey guys, I've been presented with a subject that needs a solution. Currently, our Changelings have no way to communicate when they're in animal form. It has been suggested that they be telepathic, so that they may strategize when in animal form. I want to know your opinion. Should they:

1. Have no communication when in their animal form
2. Communicate telepathically while in their animal form
or
3.Communicate telepathically while in their animal form, but only other shifted Changelings can hear them.(No humans, vamps, or human form Changelings)
